CITY OF PORT TOWNSEND NOTICE OF APPLICATION and OPTIONOAL DNS PROCESS FOR JEFFERSON COUNTY EARLY LEARNING FACILITY AND FAMILY SUPPORT CENTER FILE Nos. LUP24-023 (SEPA) and LUP24-024 (Critical Area)

Proposal: Construction of a single-story, 7,427 sf Early Learning and Family Support Center (“Center”). The Center is proposed on vacant land in the SE corner of the Port Townsend High School campus. More specifically, it lies at the NW corner of Blaine and Harrison Streets, east of the high school tennis/pickleball courts. The completed Center will serve up to 42 students with 13 staff members. Submitted plans show the Center’s primary entrance facing west with secondary entrances/exits along the other building facades. Parking is planned north of the Center and away from Blaine St. which is the primary public road serving the site. Steep slopes along Harrison St. make it impractical as an access point. South of the Center would see a fenced play area with a stormwater facility beyond (i.e., outside of) the fencing. On-site parking for 15 vehicles is provided (13 regular, 1 ADA and 1 electric spaces) along with bicycle racks. The parking lot’s eastern end shows a refuse enclosure and adjacent walk-in cooler. An existing private gravel road between the new Center and the existing racket courts would be improved to access the main entrance and parking area. This driveway would be expanded to include two (2) 16’wide travel lanes and dividing median. The City of Port Townsend as lead agency for the proposal has reviewed the proposed project for probable adverse environmental impacts, and has a reasonable basis for determining that significant adverse environmental impacts are unlikely. The City expects to issue a determination of non-significance (DNS) for this project and as such the Optional DNS process in WAC 197-11-355 is being used. This may be your only opportunity to comment on the environmental impacts of the proposed project. Agencies, tribes, and the public are encouraged to review and comment on the proposed project and its probable environmental impacts. Comments must be submitted by July 30, 2024 and received by the Planning and Community Development Department no later than 4:00 p.m., same date. A copy of the subsequent threshold determination for the proposal, stating the time period for filing an appeal, may be obtained upon request. In addition, the city may maintain a general mailing list for threshold determination distribution. Any person has the right to submit comments, receive notice of and participate in any hearings, request a copy of the application, and appeal the decision. Along with SEPA, the project is subject to the Type II permit procedures and approval criteria of the city’s Critical Areas code (PTMC 19.05). At the applicant’s request, and consistent with the provisions of PTMC 20.01.030B, the above land use applications are being noticed concurrently but processed separately. Where applicable, permit decisions for the project will include consistency analysis with the city’s Comprehensive Plan. A final decision will be made within 120 days of the date an application is determined complete.
