The proposed re-zoning for high density housing on Blaine Street will negatively impact the Kah Tai Prairie Preserve and potentially destroy it.

As a Critical Area Specialist, OWR LLC (since 1995) I have delineated most wetlands in Port Townsend. I highly respect the careful and dedicated staff in the Planning and Community Development Department (DCD). They are required by federal and state laws to protect these Priority Habitats.

Port Townsend has one extremely rare larger critical area — Kah Tai Prairie Preserve, which is within the Camas Prairie Park (City of Port Townsend Golf Course).

I have been a consultant and delineated a small roadside prairie, Camas Meditation Center (2021/2022). The City DCD, as advised by WA Fish and Wildlife, allowed an exemption to this project so that it would have a “No Net Loss” of Ecological Functions.

The 1.5-acre Prairie Preserve falls on the proposed re-zoning parcel (#949818301). The Prairie is currently under a 15-year renewable Management Agreement between the City and Washington Native Plant Society, managed by Olympic Peninsula Chapter since 1987.

This is a documented historical site prior to white settlers. Though hundreds of volunteer hours we are eliminating invasive species, undergoing restoration, and hosting educational opportunities from youth to college age groups.

Prairies are Priority Habitats and are not replaceable. Through two years of hired consultants and stakeholders meetings, the Prairie was rated a critical site recognized as a landmark in the city. It should be protected from short term financial gain and permanent negative impacts.

Affordable housing is critical, re-zoned lots will not be affordable. Uptown view lots are about $350,000, and the timeline for this re-zoning is pushed to fast forward from the original draft.

City Council should focus on Evans Vista and Cherry Street parcel. There is a well-planned affordable housing development across from the Golf Course.
