I can think of exactly 1,312 reasons why officer Surber feels it is so important to keep bringing up the fact that this woman was wearing dark clothing, implying it was somehow her fault she was hit by a truck. She was in an illuminated crosswalk. A very illuminated crosswalk, mind you. Everyone here wears dark clothing. At the same time, there are people who wear reflective and illuminated clothing who still deal with drivers nearly hitting them. Stop talking about what kind of clothing she was wearing. As usual, the victim of the incident is being blamed.

Or, if officer Troy is going to keep bringing up her clothing, what kind of clothing was the driver of the truck wearing? What kind of clothing was the cyclist wearing? If we're going to talk about clothing let's talk about all the clothing. Was officer Troy wearing white socks or black socks? Maybe red ines with white stripes? See how stupid the clothing issue is, in context? She was walking in an illuminated crosswalk, and she was hit by a truck. The truck should've been watching the crosswalk. Even the driver of said truck, admits this. Stop trying to blame the victim of this accident, by bringing up her clothing. How ridiculous. How insulting. How utterly despicable.
