Jefferson County Public Works, John Fleming, 623 Sheridan St Port Townsend, WA 98368, is seeking coverage under the Washington State Department of Ecology’s Construction Stormwater NPDES and State Waste Discharge General Permit. The proposed project, Olympic Discovery Trail-Anderson Lake Connection, is located North of the Northwest Corner of Anderson Lake State Park, North of Shika Rd, East of Malamute Ln, East of Southport Ln, Along Utility Corridor Under Powerlines, East of Highway 20, West of PUD, South of Four Corners Rd, Crossing Four Corners Rd, North of Four Corners Rd, Through Jefferson Transit Park & Ride, Crossing Highway 20, North of S. Discovery Rd, Crossing Milo Curry Rd to Larry Scott Trail in Port Townsend in Jefferson County. This project involves 22.5 acres of soil disturbance for trail construction activities. The receiving waterbodies are Wetland 20, Wetland 10, Wetland 9, Wetland 7, Stream 1, Wetland 6, Wetland 1 west, Wetland 1 east, Wetland 2, Wetland 4, Wetland 19, Wetland 17, Wetland 16, Wetland 15, Wetland 14, Wetland 13, Wetland 12, Wetland 11. Any persons desiring to present their views to the Washington State Department of Ecology regarding this Application, or interested in Ecology’s action on this Application, may notify Ecology in writing no later than 30 days from the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II anti-degradation requirements under WAC 173-201A-320.
