The Mountain View Pool on Blaine Street is in need of repairs. With city of Port Townsend staff noting visible leakage caused by winter snowfall and lackluster air conditioning, the roof needs to be fixed.
Considering the city’s current plans to build a new pool and wellness center in the coming years — titled Healthier Together — the Port Townsend City Council voted to mend the roof with a temporary fix during its Monday business meeting.
The Mountain View Pool’s roof was originally installed in 1966. In 1998, the first roof was torn down and replaced with a single-ply thermoplastic olefin rubber layer. After decades of decay and recent snow damage causing visible damage from the roof, it is in need of repairs.
The temporary fix will involve applying an acrylic coating to cover the length of the pool roof (1,600 square feet), which will add a life expectancy of five to seven years, according to city staff. The acrylic coating will cost $76,000 to complete. The city will utilize Real Estate Excise Tax funds to pay for the repairs.
If the city decided to complete a long-term repair to the pool roof, it could cost between $300,000 to $600,000 and would involve removing the entire roof membrane, replacing the decking, adding new insulation, and installing a new roof membrane. Those repairs would not include replacing the facility’s aging HVAC system, which contributes to the current roof leakage.
The repairs will likely be done later in the summer this year, according to city staff.
